APAC Resources, the Hong Kong-listed investor and commodities trader, has signed a framework agreement to build a top-grade paper manufacturing plant in Chongqing, according to a municipal government website. A total of more than Rmb10bn will be invested in the project, which will be located in Changshou Industrial Park.
