The Ministry of Transport is to operate a fuel consumption declaration system on 15 December and companies will be able to submit statistics from 5 January. Under the system, bus and coach companies transporting passengers by road declare the amount of fuel they consume and in return they will receive a subsidy.

The system is part of government efforts to encourage public transport. Data collected will directly affect the level of subsidies for these companies. It will also help policy makers to plan future measures.

The subsidies have been available for the past two years. Local transport departments are expected to audit the 2011 figures by mid March before submitting them to the ministry.
