Beijing municipal government has issued strict road safety measures ahead of the 18th National Congress of China’s Communist Party that will start on 8 November.

Vehicles carrying highly toxic chemicals will not be allowed to enter the city from 1-18 November. For vehicles carrying other hazardous materials, only those registered in Beijing municipality will be allowed within the fourth ring road, and even they will be prohibited from 6 am to 11 pm during this period.
