State Council: prioritise public transport in cities

The State Council issued a New Year directive that all local governments should prioritise the development of public transport in urban transport infrastructure planning, according to China Transport Newspaper published on 7 January.

The directive calls for a rapid shift in the management of urban infrastructure planning, moving away from road expansion to accommodate the rapid growth of car ownership to widening access to better public transport. Priority should be given to making public transport competitive and attractive, it said.

Central areas in major cities are expected to have public transport facilities every 500 metres and 60 per cent of all trips taken by local residents using vehicles should be made via public transport, the State Council’s directive said.

Local governments are encouraged to develop designated lanes for buses and coaches, and income taxes from public transport companies could be halved or exempted altogether. The directive also urges local governments to work together on ways to allow public transport users to use different means of transport within a city or between neighbouring cities using a single swipe card.
