Media predict MOR merger with MOT

The National People’s Congress, which opened on Tuesday 5 March, has stirred up media speculation once again that the Ministry of Railways is likely to be merged with the Ministry of Transport. No news outlets claimed to have seen any detailed plans, but some reported that the MOR will be split into parts and that the regulatory functions will be merged with the MOT.

One delegate, Wang Mengxu, who is senior member of China Engineering College and deputy chief engineer of China Tunnels Corporation, said that a structural merger of the ministries was premature and would not solve the fundamental problems that exist within the railways ministry. “The MOR has not separated the functions of being a regulator and an operator. Its debt is enormous. These are the main challenges for any reform plans,” he was quoted as saying.

According to the MOR, by the end of the third quarter of last year, the ministry had total assets of Rmb4,304.4bn and total debts of Rmb2,660.7bn, giving a ratio of 61.8 per cent.
