Yangtze MSA adopts new strategy for supervising DG

As of 15 April, Yangtze Maritime Safety Authorities have adopted a new strategy for supervising the movement of the 79 types of dangerous cargo most commonly transported in bulk on the Yangtze, according to China Water Transport Newspaper.

For vessels carrying 16 Class One cargo such as benzene and vinyl chloride, maritime safety officials will mount ‘24/7 uninterrupted, dynamic and comprehensive’ monitoring and escorting. For vessels carrying 25 Class Two cargo such as gasoline, fireworks, liquefied petroleum gas, officials will carry out real-time tracking. For vessels carrying 19 Class Three cargo such as ammonia, sulphuric acid and crude oil, officials will monitor them as they pass bridges, dams, heavily regulated sections and shallow waters. For vessels carrying 19 Class Four cargo such as edible oil and diesel, they are encouraged to take the initiative by reporting direct to the Yangtze MSA.

The Yangtze MSA will also carry out quarterly or half-yearly safety checks on terminals handling Class One and/or Class Two cargo. For those terminals handling Class Three and/or Class Four cargo, officials will carry out checks once a year.
